Gay Ambassador Faces Harsh Letter from Bishops and Ban from Catholic School

Religious leaders’ opposition to gay U.S. Ambassador James “Wally” Brewster is again intensifying in the Dominican Republic (DR), spearheaded by the actions of Catholic officials in the Caribbean nation.

In a mid-March statement, the Dominican Episcopal Conference (the organization of Catholic bishops in DR) condemned Ambassador Brewster, and they urged the nation’s government to complain formally about his appointment by the U.S. government. The bishops criticized “abuses” by Brewster since he arrived in 2013, saying the “sovereignty of the nation and its traditional values” is at stake.

The alleged violations of law and of protocol include visits to schools and youth events by the ambassador and his husband, Bob Satawake. Such visits are offensive to the bishops because the couple has “a family model that is incompatible” with the Dominican Constitution and the couple allegedly attempts to “confuse our youth.”

The bishops cited Pope Francis’ condemnations of “ideological colonization” to defend their criticism of Brewster, and Victor Grimaldi, the Dominican Republic’s Ambassador to the Holy See, sent the Conference’s statement to Pope Francis, according to Dominican Today. There is no comment thus far from either Pope Francis or the Holy See about this devolving situation in the Dominican Republic. Responding to the bishops’ statement, Brewster said in a radio interview reported by Buzzfeed:

“We’re promoting equality around the world. . .That’s not why we went to the school, but we’re not going to have people continue to condemn and try to keep Bob and I or anyone else in the closet because [sic] that’s not who we are — and we’re proud of who we are, and we’re proud of representing the values of making sure that people aren’t marginalized.”

In a second incident, San Juan Bautista School in Santiago banned Brewster from its property. Officials posted at least three signs outside the school which read, “The entrance of the US Ambassador of the United States is not permitted in this institute.” They have since been defaced by LGBT activists and were then removed for Holy Week. The school’s director, Fr. Manuel Ruiz, defended the signs,reported Dominican TodayRuiz told a radio interviewer he had the right to put up signs on private property and that “[Brewster’s] presence and of his partner in a school isn’t innocent.”

Finally, a petition launched by the Dominican Council of Evangelical Unity, a Protestant coalition, which asks President Barack Obama to remove Ambassador Brewster has gained 32,000 signatures.

In response to the criticism of the ambassador, public figures and organizations in the U.S. and the in the Dominican Republic have come to Brewster’s defense against these religious attacks. The Human Rights Campaign released a statement supporting Brewster, and one of their board members said it was “deeply concerned” by the religious leaders’ actions. HRC President Chad Griffin invoked the pope when he reiterated that support in the Blade, saying:

” ‘It’s time Pope Francis spoke out against this campaign of hate being perpetrated by Catholic Church leaders.’ “

Rosanna Marzan, director of Diversidad Dominican, an LGBT equality group, said the issues referenced by the ambassador’s critics are “a smokescreen to cover up other issues.” Her remarks were backed by Cristian King of Trans Siempre Amigos, another Dominican LGBT organization.

In the last few months, the White House and the State Department have been clear that they fully support Ambassador Brewster. Last week, 61 congresspeople signed a letter to the Dominican Republic’s president, Danilo Medina, affirming their support for Brewster and his work to “advance universal human rights,” reported the Washington BladeThese politicians and others are using the hashtag #ImWithWally to express their support. Illinois Senator Dick Durbin, a Catholic, previously wrote to Pope Francis asking  him to intervene in attacks against Brewster, who is Durbin’s friend.

Brewster himself has been diplomatic but firm in rebutting Catholic leaders’ criticism and promoting LGBT human rights. In an interview with Michael Lavers of the Washington Blade, he commented on Cardinal López’s repeated homophobic comments:

“The disappointing thing for me is that I don’t see that as something that you’re hearing from the leader of the Catholic Church in Rome. . .I would hope that the Vatican — as we would not do that with their officials — would understand and condemn those types of words to any official with any government. . .”

Brewster said, too, that the attacks against him and his husband have prompted many Dominican citizens to express their support for marginalized LGBT communities:

“It’s a great social conversation that needed to happen and I think its happening now. . .It’s rising the level of those who bully and perpetuate prejudices in areas for all marginalized groups and it’s allowing them to be seen for who they are.”

While these incidents may indeed be increasing visibility of and support for LGBT justice in the Dominican Republic, Catholic officials’ participation in the homophobic attacks must cease immediately. What is happening in the Dominican Republic against Ambassador James Brewster and his husband demands ecclesial action.

Cardinal Nicolas de Jesus López Rodriguez, the leading prelate in the DR, has previously said Brewster was “wife to a man” and should stick to housework. In 2013, López used an anti-gay slur to refer to the ambassador , and he said Brewster should “take his gay pride elsewhere.”  The Washington Blade reported that López once described LGBT tourists as “social trash” and “degenerates.” Cardinal López’s remarks made Bondings 2.0’s lists of Worst Catholic LGBT News in both 2013 and 2015.

Cardinal López’s anti-gay leadership has harmed the Dominican hierarchy and other clergy.  Pope Francis should immediately accept his letter of resignation submitted four years ago on López’s 75th birthday. As Bondings 2.o previously argued, Pope Francis’ direct involvement in the local church would not undermine his efforts towards decentralized power in the Catholic Church. It would be a necessary action to cull some Catholic leaders’ overt prejudice. Dominican Catholics should use the Year of Mercy to promote greater respect for and inclusion of LGBT communities, as a way to undo some of the damages recently inflicted.

LGBT Advocates to Cameroon’s Bishops: Retract Demand of “Zero Tolerance” for Homosexuality

LGBT advocates are seeking Pope Francis’ intervention as they plead with Cameroon’s Catholic bishops to retract a harsh anti-gay statement released last month .

Following a mid-January meeting, the National Episcopal Conference of Cameroon (NECC) released a statement advocating “zero tolerance” of homosexuality. The statement, unanimously approved, also stated that “this abominable thing that goes against nature risks becoming a social outbreak,” reported 76 Crimes, a blogsite which chronicles global developments in LGBT discrimination criminalization.

During the Conference’s discussion of homosexuality, individual bishops lodged their personal condemnations. NECC’s President, Archbishop Samuel Kleda of Douala, commented that homosexuality “threatens. . .the church’s foundations.” Cameroon, where 38% of the population is Catholic, criminalizes homosexuality with jail terms up to five years and steep financial penalties. The country’s bishops have a deeply troubling record on homosexuality, which you can read here, leading the European Forum of LGBT Christian Groups to call it as one of Africa’s “most hostile countries” for LGBT people.

Given that this legal reality is coupled with deep social stigma, the LGBTI human rights group “Alternatives Cameroon” is appealing for mercy from the country’s bishops. In a press release reported by 76 Crimes, the organization stated:

“The Catholic Church failed to demonstrate how an individual’s sexuality could influence social cohesion and equilibrium or the sustainability of the family. To the contrary, we believe an individual’s sexual fulfillment can’t help but contribute to cohesion, stability and sustainability.

“With this hypocritical and hateful language condemning homosexuality, the Catholic Church (which accounts for about 37 percent of the Christian population) is contributing yet again to the destabilization of society and the family and their cohesion.”

The statement also said that Catholic leaders seek to divide Cameroonians by the “institutionalization of hatred,” contradicting Pope Francis’ “more conciliatory approach.” Alternatives Cameroon’s statement concluded with two appeals:

“We call on the Catholic Church to fulfill its primary mission to promote peace, love and tolerance and finally to be at the sides of the oppressed and those left behind.

“Finally, we call on Pope Francis (the head of the Catholic Church) to get control of the Cameroonian prelates, including the bishops of the National Episcopal Conference, and to harmonize the discourse of the Church.”

When Pope Francis made his pastoral visit to Africa last fall, Catholics and LGBT advocates worldwide called on him to condemn laws which criminalize homosexuality and to appeal for mercy on behalf of sexual and gender minorities. Francis remained silent. While there is no direct link to the pope, it is easy to see how Cameroon’s bishops feel permitted to make such statements when the pope refuses to condemn anti-LGBT laws.

Importantly, though, the bishops’ call for “zero tolerance” defies even the hierarchy’s own teachings about homosexuality which call for all people to be welcomed with “respect, compassion, and sensitivity” and for all signs of discrimination to be opposed. Pope Francis seeks a more decentralized church  which respects local decision-making, and this can be good. But when people will suffer greatly and even die because of church leaders’ actions, there exists a case of justifiable intervention by a higher authority, according to the principle of subsidiarity. Pope Francis remained silent last fall, but it is not too late for him to speak out and end episcopal prejudice so openly displayed.

Malawi Bishops’ Comments Fail to Defend Marginalized LGBT People

As Malawi debates whether to repeal its laws which criminalize homosexuality, the nation’s Catholic bishops are lobbying heavily for the keeping such laws on the books.

Most recently, the Catholic bishops conference of the nation, called the Episcopal Conference of Malawi (ECM), sought an audience with U.S. Special Envoy for the Human Rights of LGBT People, Randy Berry, who visited the country this month. ECM Chair Archbishop Thomas Msusa of Blantyre explained why the bishops wanted such a meeting, as reported by Nyasa Times:

“Any discussion affecting the social and moral fibre of Malawi should at its best be as inclusive and accommodative as possible. Our teaching and a majority of our faithful have spoken clearly against the bullying of our international partners on issues of constitutional change to accommodate homosexuality in our laws.”

But, while Berry met with government offices and civic organizations, he did not meet religious leaders who wanted to defend homosexuality’s criminalization or believed international aid was tied to LGBT laws. Berry said assertions that U.S. aid is conditioned upon LGBT rights are “completely false,” but that these human rights could not be separated from broader concerns about governance in Malawi, reported Nysasa Times.

Five ECM bishops also brought up the idea of alleged international pressures about homosexuality in their mid-January meeting with President Peter Mutharika. They told him to “resist pressure” on LGBT human rights because these are “alien to most Malawians” and are “being championed by foreigners,” said Archbishop Msusa. He continued, according to All Africa:

” ‘As the Catholic Church, we say “no” to supporting these gay activities and we will follow strictly our church doctrine.’ “

President Mutharika recently said LGBTI people’s rights “should be protected,” but believes ultimately the populace should decide on whether to repeal Malawi’s anti-homosexuality law.

Malawi’s church leaders have spoken publicly against homosexuality from the pulpit, too. Bishop Mathews Mtumbuka of Karonga told a Catholic women’s gathering that gay people are “sinners who need to repent.” Bishop Montfort Sitima of Mangochi applauded a Catholic musician for cancelling his concert when questionable reports surfaced about two men kissing in the audience.

Being gay in Malawi is illegal, and a conviction could lead to up to fourteen years hard labor for men and up to five years imprisonment for women.  The government dropped charges in December against two men, Cuthert Kulemeka and Kelvin Gonani, after their arrests for being gay drew widespread criticism.

Justice Minister Samuel Tembenu has issued a moratorium on enforcement of the anti-gay law,until further notice, though anti-LGBT politicians are challenging the legality of this moratorium. Homophobia is still quite prevalent in the nation’s politics. A spokesperson for minority party, People’s Part, said earlier this month that lesbian and gay people should be killed rather than jailed

Malawi’s bishops are promoting misinformation when they claim first that homosexuality is “alien” to Malawians and second that foreign aid is being used to pressure donor nations to adopt LGBT rights. Misinformation is problematic, but doubly so when used to endorse, implicitly as well as explicitly, anti-LGBT prejudices that have and can lead to discrimination, imprisonment, and violence.

Though Catholics are only 20% of the population, Malawi’s bishops possess tremendous authority in the country due to their critical role in the nation’s transition to democracy in the early 1990’s. Their voices weigh heavily in this debate about repealing the criminalization laws which, it should be noted, are not supported by church teaching.

The bishops should be defending the human rights of all people, even if disagreements about sexual ethics exist, instead of providing cover for those politicians and public figures whose homophobia and transphobia has and will have dangerous consequences. But as it stands, the bishops in political and ecclesial arenas alike are failing to defend and may even be causing harm to marginalized LGBT communities in Malawi.

Making Compassion and Kindness Our Response to Anti-LGBT Faith Leaders

One of the most common questions that I have been asked by people in my years of ministry in the LGBT Catholic community is “Why are some bishops so stubborn against changing policy and practices in the church concerning LGBT people?”

It’s a good question, and one that I wish I knew the exact answer to.  Many people speculate that the reason is because bishops who espouse anti-gay attitudes are, in fact, gay themselves.  There’s good research to show that homophobic people are actually fearful of their own homoerotic feelings.  But I think that this answer, while certainly true of some bishops, is not the complete answer.  It can sometimes be a satisfying answer because it seems to fit in with popular notions of psychology, but I think it misses some other dynamics which are at work in their attitudes.

Australia’s GayNewsNetwork.com.au recently posted an essay entitled “How to Approach the Abominable ‘No’-Men” in which author Rob MacPherson tries to make sense of why some Catholic bishops remain so anti-gay.  I think he offers some interesting analyses.

Taking the recent synod as his jumping off point for his discussion of Catholicism, MacPherson tries to make sense of a group he calls ” ‘The Abominable “No”-men”…privileged folk who are reflexively conditioned to find “no” an easier response to ANY change toward social equity, because it has fewer letters than “yes.” ‘ ”

Summarizing the thesis of Dr. Robert Ciardini’s study Influence, MacPherson states:

“. . . [P]eople have a strong psychological tendency to stick to what they’ve always said and done, fearing they otherwise might appear, weak, vacillating, scatter-brained, or even mad. Neither logic nor evidence can shift this (witness the current climate change debate). If they appear inconsistent, they stand to lose trust and respect, and therefore social status. ‘

MacPherson claims that strong and vocal opposition actually reveals “vulnerability and fear,” not strength and courage:

“. . . [W]hen they splutter and roar, what we are witnessing is not so much simple chest-beating aggression, but what we might call ‘privilege erosion’—the sense that their barely-acknowledged privileges are slipping away from under their feet, and their own self-inflicted blindness to that privilege opening up like a sink-hole.”

Social change reveals something to these fearful leaders that they were not even aware of beforehand:

‘Because they have never noticed their unfair advantages, all they see is that they are worse off, and therefore threatened. A society that once was ordered for their convenience alone, no longer fits. Thus they are apt to feel persecuted.’

I think we can’t underestimate the fear that people have about any changes in society or any institution that deal with gender, such as sexual orientation or gender identity.  I don’t think such fear excuses these negative attitudes, but I think it is important to be aware of these forces.  For whatever reason, gender is a powerful force.  This is particularly true in an institution like the church which has for so long valued men over all other gender identities.  I think it’s important to be aware that these forces often play powerful unseen roles in people’s behaviors.

While I certainly understand the anger that some people feel toward church leaders who have been so virulently anti-LGBT, lately my dominant feeling towards these prelates has been sadness.  In not being able to allow themselves to simply learn about LGBT people, they are missing out on some of the holiest and most positive acts of faith, liberation, and love in the world today.  So sad that they are missing the joy of this most Christian party.

MacPherson offers some very wise and Christian advice to those who witness these “no”-men.  He says the best thing for people to do is:

“. . . to approach these seemingly dangerous creatures, not judging or vilifying them, but challenging ourselves to recognize their fear as genuine and understandable, mustering what compassion we can for their feelings of distress, and remaining patient and persistent in offering a better way forward.

“Once upon a traditional time, qualities like understanding, compassion, patience, and persistence were called ‘virtues’. We’re going to need them as we try to approach our own Abominable ‘No’-men as their familiar world melts away, and a new, more just one, evolves into being.”

In an unrelated story this weekend, MacPherson’s advice was exemplified by a Catholic lesbian woman in Houston, Texas.  When faith-based anti gay protestors demonstrated this weekend, in that city, a counter-demonstration to negate their hate emerged, and KHOU-TV  reported on the response of Tiera Ortiz-Rodriguez, chapter president of Dignity Houston, a Catholic community of gay, lesbian, bisexual and transgender Catholics.:

“We want to have compassion and kindness as our response.”

Yes, we must never give up speaking out and advocating for justice, but we must do so in such a way that our opponents do not become our enemies.  We must be committed to work for their enlightenment and liberation from their own fears.  Not easy work, but like everything else, it can be accomplished by little and by little.

QUOTE TO NOTE: On the Passing of Fred Phelps

computer_key_Quotation_MarksFred Phelps, the founder of the virulently anti-gay Westboro Baptist Church, died this past week.   The National Catholic Reporter posted an article on Phelps’ history, which began in Topeka, Kansas, and then gained a national profile.

LGBT religious groups responded to his demise with compassion for the human sorrow that death brings and with calls to end the religiously-based anti-gay rhetoric that Phelps personified.  On the CNN Religion BlogJim Smith, DignityUSA‘s Associate Director, had this to say:

“There is a sadness as deep as the Grand Canyon over the harm that he has unleashed in our country, a sadness that can’t be quantified. But that still doesn’t mean I delight in his death. I’d delight in the end of the Westboro [Baptist Church] mission.”

To Smith’s sentiments, we say, “Amen!”

Taking a different perspective was a Kansas Catholic Church official,  who claimed that Phelps’ extremism harmed people who oppose marriage equality and other pro-LGBT issues. Jacksonville.com reported :

“Michael Schuttloffel, executive director of the Kansas Catholic Conference, said Phelps and his congregation still represent ‘an easy device’ for gay-marriage supporters to “short-circuit the conversation” on that and related issues in recent years.

” ‘People were justifiably, appropriately outraged by the things that they did,’ Schuttloffel said of Phelps and his church. ‘As soon as someone, then, is able to tar you as being related to them or thinking the same way as them, right away you’re starting behind the eight ball.’

So sad that Mr. Schuttloffel turned this occasion into a statement about marriage.  So sad that a Catholic official does not recognize the pain and harm that Phleps caused so many.

Uganda Passes Anti-Gay Bill; Pope Francis Must Speak Out Against It

Uganda’s Parliament has passed a bill calling for tougher punishments for homosexual acts, including life imprisonment for those considered repeat offenders.   It remains for the president of Uganda to sign it into law.

Sky News reported that the death penalty, which had been in the original draft of the bill in 2010, was not included in the final version.  The bill also criminalizes the public promotion of homosexuality.

The news article reports that David Bahati, the lawmaker who initiated the bill, used religious language to praise the bill’s passage.  Bahati stated:

“This is victory for Uganda. I am glad the parliament has voted against evil.”

“Because we are a God-fearing nation, we value life in a holistic way.

“It is because of those values that members of parliament passed this bill regardless of what the outside world thinks.”

Frank Mugisha, the leading Ugandan gay activist, who is a Catholic, criticized the Parliament’s action, saying:

“I am officially illegal.”

Because Catholics are the largest denomination in Uganda, making up over 40% of the population, it is imperative that Pope Francis speak out against this terrible human rights development.   Uganda’s Catholic bishops have been ambivalent about the bill, sometimes supporting it, sometimes speaking weakly against it.  So, it will take Pope Francis’ strong moral leadership to make any kind of impact on this very Catholic nation.  We need Pope Francis’ voice to stop the punitive measures against LGBT people in Nigeria, India, and other nations, too.
